It will help define what is considered normal behavior. It largelydetermines how clinicians diagnose conditions; what health insurerswill pay for; what drugs are made and marketed; and what researchwill be funded by governments and foundations. Panels ofspecialists within the professional organization are debating allcategories of diagnoses in the manual, and the psychiatricassociation is expected to make final decisions in time for itsfifth revised edition to be published in May 2013.       Churchill mining files new formal letter to indonesia president ineast kutai coal project dispute

        Churchill Mining has filed a further formal letter to the Presidentof Indonesia seeking support and legal protection in order toachieve an amicable and commercial resolution to the disputeregarding the East Kutai coal project, 75% owned by Churchill. It told investors that the letter highlights the company investmentin Indonesia and the subsequent actions of various Indonesianparties, both government and private aimed at expropriating itslegitimate rights to develop the project. Churchill believes these actions to be in direct breach of bothIndonesian law and Indonesia's obligations under the BilateralInvestment Treaty between the United Kingdom and the Republic ofIndonesia. "There were always fights," Carlson said. "The cowboys had morebruises from the fights than they did from the bulls." The sound of a water pump rumbled in the background as she lookedat the empty storefronts. "This whole block could have gone up real easy," she said. Allen Thomson, a bartender at the Palace Saloon, a restaurant andbar with old-time swinging doors and old-fashioned wood finish,came down to watch the fire as soon as he saw it from the deck ofhis home, which is about five blocks away.

          "It was pretty scary," he said. In the aftermath, people talked about the outlook of businessesthat burned. "I just know it's tough keeping businesses on the square," saidThomson, who moved here a couple of years ago to escape thewildfires near San Diego. "Everybody on the whole square went to the food store." Rene Vallejo was kayaking on Watson Lake when the blaze broke out.He stood outside the caution tape Wednesday and shot a photo of apassing fire truck and noted the smoky smell still lingering on thestreet as he stood downwind. "I used to go to the Cage, just like everyone else," he said.

          Heknew people who worked there and knew some of the firefighters whowere on the street. "Everybody knows everybody," said Vallejo, who has lived here since1979. "It affects people you know, who work there." There is a saying, he said, that if someone dies in Prescott, youeither know the person or know someone who did. The street was fullof the noise of engines, of people talking, of the fire truckspulling away. Vallejo spotted a fireman in a pickup and called outto him.

          Android developers never looked at sun's patents, google's rubintestifies - China Bag Hanger Stand

            Google's engineers never studied other companies' patents whiledeveloping Android for fear of allowing those patents to influencetheir design decisions, Google's Android chief Andy Rubin testifiedon the stand Wednesday. "I believe when you're an engineer you shouldn't study someoneelse's inventions when you're trying to come up with your own,"Rubin testified under rebuttal questioning by one of Google'slawyers. He also said that no one at Sun Microsystems had ever told himAndroid might be infringing Sun's patents related to Java. Rubin was on the stand for the patents phase of Oracle's lawsuitagainst Google, which accuses it of infringing Oracle's Javaintellectual property in Android.

            Oracle acquired the rights toJava when it bought Sun about two years ago. Michael Jacobs, an attorney for Oracle, tried to get Rubin tocontradict himself on the stand. At one point, Rubin said he wasunable to recall a specific conversation with Sun because he talkedwith them about patents "all the time." Jacobs jumped on the admission. Was Rubin saying he had discussionswith Sun "all the time" about Java patents relating to Google'simplementation of a Java? "I think 'all the time' was colorful language by myself; it's hardto talk about patents all the time," Rubin said. His discussions with Sun about patents were related to Sun'sdecision to make Java open source, Rubin said later.

            Google wantedto ensure Sun's plans would not leave handset makers who used theopen source code vulnerable to lawsuits from Sun, he said. Rubin also defended Google's decision not to study Sun's patentsfor potential infringement. Google knew virtual machines were notnew, he said, and in any case there are "hundreds of millions" ofpatents in the world. "It's just not reasonable to go searchingthrough all this paperwork, especially if you're an engineer. Youshould be a trained lawyer," Rubin said. Bag Hanger Stand

                Tyco international files preliminary proxy in connection withproposed separation into three independent companies

                      Here's my opinion of what happened: First, the cow gets mad cowdisease, probably from consuming spinal cord tissue and brain partsof other dead cows that are typically fed to cattle as part of the everyday beef operations here in the United States . This was a Texas cow, born and raised somewhere in the UnitedStates, it seems, and slaughtered in Texas . Turns out it was a downer cow, which means it couldn't walk. Sowhere do they send this cow? Well, to the pet food slaughterhouse, of course. That's where many of these diseasedcows end up going -- right into the pet food products for your Fido.

                      If you've ever wondered what's in those cans that you're feedingyour pets , this is the answer -- dead cows that are unfit for humanconsumption. And some of them, it appears, have mad cow disease . Although there's no indication that this particular cow made itinto the pet food supply , I wouldn't be surprised if other diseased cows frequently getinto our pets' food. But, getting back to this particular cow, when it was a downer, the USDA ordered a test to see if it had mad cow disease. The first test came back positive. Core Drilling Rig

                      So, of course, the USDA , which has seemingly gone way out of its way to make sure that noone learns the truth about mad cow disease in the United States, ordered its own second test, and gee, what asurprise! The second test came back negative. We see this happening quite frequently -- the second test beingnegative. They say, "Well, the first test must have been a falsepositive," and then my theory is that they find some way to distortthe test and falsify the results .                       If you test a cow enough times, you'll eventually get anegative result... especially if you intend for the results to comeout that way. Seeing this testing fiasco unfold, one of the watchdog arms of theDepartment of Agriculture decided the agency had better take someaction to protect the integrity of the U.S. beef industry , otherwise the whole thing could collapse when the truth finally came out about mad cow disease.                       So itdecided to order a third test of this cow, and the third test wasconducted -- guess where? England. Why? Because they probablycouldn't trust the USDA testers in the United States. They knewthat the test would be falsified again if it were tested in theUnited States, so they had to send it out of the country. Now, this whole process took seven months -- seven months to findout that this cow was positive for mad cow disease, during whichtime the USDA was proclaiming that U.S.

                      herds were completely safe,explaining, essentially, "There's no danger. Our testing procedureis highly accurate, we keep full track of everything and we knowwhere all these cows are," and other such nonsense. All this time,of course, the agency was sitting on a mad cow that still had notbeen properly tested. Getting cow parts mixed up It turns out the USDA even had a hard time figuring out where thisparticular cow came from. Why is that? I going to quote a newsstory here.

                      It says, "The cow's type of breed was mislabeled,possibly because the animal had been heavily soiled with manure andits tissues were mixed with tissues from other cows." Wait aminute, here -- wait a minute! Is this saying they couldn't even identify the breed of this cowbecause its tissues were mixed with other tissues ? What does that mean? That the cow parts were all dismembered andput in a giant barrel, and they were looking at that and trying tofigure out if there was a whole cow there, what breed was it andwhere it came from? Please tell me this isn't how the USDA tracksdiseased cows... When they went back to the owner of that cow, the owner said hedidn't sell that breed of cow. The USDA then admitted that afterthe tissues were processed there was "some mixing." Mixing? Do theyjust put all these dead cows in a big grinder? Some mixing, that'swhat they say. And this is supposed to be the highly accuratecattle tracking system used by the USDA that keeps the public safe,by the way.

                      According to this news story, "Parts from the diseased animals andfour other cows were supposed to be kept in separate waste barrels, but some of the waste was combined." So basically, allthese cows are just mixed and matched. When they have a downer cow,they put it into the grinder, the same as any other downer cow, andthen they tell us, "This cow didn't make it into the food supply . Don't worry. You're safe, and your pets are safe. None of this isin the food supply! Don't worry about it!" The other relevant fact here is that cows are moved across thecountry.

                      A cow could be born in one state, fed in another state,weighed in another state and then slaughtered somewhere else. Allthey know is that this cow, at some point in its life, was a Texascow. They don't know where it came from, and they don't have anyevidence that it came from outside the United States. So this isone of the first cases in which the U.S.

                      cattle industry can't blame Canada. Keep in mind, the USDA declared this cow to be free of mad cowdisease. They said, "Don't worry, this is safe." That makes youwonder -- why didn't they put it into the pet food supply? See, Ithink they probably did, and I think they're just telling uswhatever they want us to hear. I think pets are consuming this allacross the country right now.

                      Who knows how many cans of pet foodthat cow got into with all the mixing and matching? And remember,you can't kill mad cow disease by cooking the food. If the prions get into the pet food cans, it's going to infect the pets,regardless of how well the food has been cooked. Many countries still ban U.S. beef due to lack of testing Taiwan, of course, banned the importation of mad cow diseasefollowing the first case of the disease in this country, and thenwhen they heard about this one, they banned it again, and thatdrives the U.S.

The Agriculture Department saysthey're talking with Taiwan authorities "to assure them of the safety of U.S. beef and that our interlocking safeguards did work as theyshould have worked to protect human and animal health." Oh my -- wehave a system that's ironclad around here! Apparently, we knowexactly where the cows are... that is, except when we mix and matchtheir parts and lose track of where they came from and can't evenfigure out what breed they are. Did you know we have a system of "interlocking safeguards" where wedon't even test all the cattle? ...A system in which the USDAactually attacks cattle ranchers and beef companies that want to conduct their own mad cow testingand where the USDA (in my opinion) falsifies these test results orgets them wrong so frequently that the Inspector General has tocome along and send the results out to another country to getaccurate lab results? This is our system of "interlockingsafeguards" in this country? What a whitewash! I'll tell you what, there is mad cow disease in this country rightnow -- I've said it before, and I'll say it again -- there's moremad cow disease out there, and the USDA is engaged in a massivecover-up.

                      The agency is whitewashing this issue; they're trying totell people that the beef supply is safe, when in fact, there's madcow disease in existence right now across this country. And now wehave proof of it with this confirmed mad cow. Finally, the USDAactually has one more confirmed case of mad cow disease right herefrom U.S. herds.

                      But of course, that's no reason for consumers tostop buying beef, we're all told. Keep eating that cow flesh,folks, and don't worry about mad cow disease: your government is protecting you. The coming collapse of the U.S. beef industry The U.S.

                      There's a massive cover-up underway, and it'sprobably going to take some people dying before the U.S. beefindustry has the sense to mandate mad cow disease testing for allcattle. People are going to die, and the beef industry is going tobe in shambles. They're going to lose hundreds of millions ofdollars.

                      Why? Because they refuse to tell the truth! They refuse to enactsafety standards that other countries now have as routine! Theyrefuse to test all the cows. The USDA just doesn't want to tellpeople anything, it seems. It didn't want to tell them where thecow came from. There's all this secrecy. You know, if this issupposed to be an open system of interlocking safeguards, whydoesn't the USDA stand up and tell us the truth? Why doesn itadmit, "Yeah, we need to test this cow.

                      Let's get it tested. Let'sget the truth out there. Let's tell people everything they need toknow -- where it came from, what ranch it was from, why people aresafe and why we're testing all the cows now." Why doesn't the USDAdo that? How to keep your head buried in the sand I'll tell you why: they don't want to test the herds in this country , because if they did mandatory testing across the board, therewould be, in my estimation, thousands of cases of mad cow diseasefound. I believe they don't want to do mandatory testing because todo so would reveal just how prominent this disease is in U.S.cattle. That's my opinion, and I think that's why they don't wantmandatory testing.

                      Think about it -- if there's no mad cow disease in this country atall, which they claim, then wouldn't it make sense to test all thecattle and reassure the U.S. market and the world markets that thisis all safe beef? Just test all the cows, and you could reassureeverybody. You would open up new multi-million dollar markets allaround the world that have closed their markets to U.S. beef sincethe discovery of mad cow disease. It simply makes good economicsense.

                      Wouldn't the USDA want to open those markets for U.S. cattleranchers? Why wouldn't it conduct the testing of all cows to provethat the cows are safe? The answer, again, is because to conduct this testing would reveal how widespread mad cow diseasereally is in this country . And that's why the USDA has to continue to falsify its own tests , in my view, to make sure that if a cow ever tests positive, theycan falsify the second test and make sure it comes back negative.That's why they outlaw independent testing of cows in this country.They won't let companies run their own mad cow tests. How's that for public safety? Let mesay this again: it is ILLEGAL for a rancher to test his own cowsfor this disease. That's so bizarre.

                      It's a safety test -- why wouldn't you want morecompanies to run safety tests? Why wouldn't you want moreslaughterhouses having greater safety practices in this country?Again, the answer is because you don't want these companiesdiscovering just how much mad cow disease there really is aroundhere. The USDA, one of the great misguided agencies of moderngovernment, has given us the Food Guide Pyramid that offers usnutritionally worthless advice, heavily influenced by privateindustry, especially the dairy industry, and now the agency claimsto be protecting us from mad cow disease (but really is justprotecting the cattle industry). No surprise there -- a lot of people in high-level positions at theUSDA are from the cattle industry. It's similar to the FDA, wheretop officials are ex-drug company executives.

                      It's that oldrevolving door between private industry and big government --serving your interests, of course! So what's the real story here? The real story is just as Ipredicted -- we have mad cow disease in this country, and I thinkwe just have the tip of the iceberg here. Wait until the truthreally comes out about this -- then you're going to see some madcow madness hitting the fan in a very big way. And by that time,nobody will be able to tell where all the parts came from.

                        The honeybee population in the United States is currently sufferinga devastating collapse. Honeybees are flying off in search ofpollen and nectar and simply never returning to their colonies.Have they all been kidnapped by mad beekeepers, or is somethingmore frightening occurring with the pollinators in our ecosystem? During the final three months of 2006, a distressing number ofhoneybee colonies began to diminish from the United States, andbeekeepers all over the country have reported unprecedented losses.According to scientists , the domesticated honeybee population has declined by about 50% in the last 50 years. Reports of similar losses to the honeybee population have beendocumented before in beekeeping literature, but are widely believedto have occurred at this scale previously only at a regional level.With outbreaks recorded as far back as 1896, this is regarded asthe first national honeybee epidemic in U.S. history. The phenomenon, referred to as Colony Collapse Disorder (CCD), isnot yet well understood.

                        Even the existence of the disorder remains in dispute. Nevertheless, what cannot be denied is that ashortage of honeybees in the continental U.S. has affected cropowners from California tothe New England states. "There are shortages [like this] that pop up from time to time,"said Claire Kremen, a conservation biologist at PrincetonUniversity.

                        "Whether there are more [shortages] than there were 20years ago, one would guess yes, as there are fewer bees to go around, but it's not well documented." Subsequent investigations suggest these outbreaks of unexplainedcolony collapse were experienced by beekeepers for at least the last two years.Are the honeybees dying in the fields they pollinate, or do theysimply become too exhausted and disoriented to find their way backhome? Why honeybees are the invisible link to an abundant food supply Whatever the reason, why should we care so much? Why should itmatter at all to Americans? When entire bee populations seem to disappear or die out in alarming numbers, theramifications can be astounding. Bee pollination , which most farmers depend on, is responsible for as much as 30%of the U.S. food supply. "Every third bite we consume in our diet is dependent on a honeybeeto pollinate that food," said Zac Browning, vice president of theAmerican Beekeeping Federation. According to the CCD mandate, thegroup will explore "the cause or causes of honeybee colony collapseand finding appropriate strategies to reduce colony loss in thefuture." Comprised of university faculty researchers, state regulatoryofficials, cooperative extension educators and industryrepresentatives, the working group hopes to develop managementstrategies and recommendations for this epidemic.

                        Participatingorganizations include the USDA/ARS, the Florida Department ofAgriculture, the Pennsylvania Department of Agriculture,Pennsylvania State University, and Bee Alert, Inc., a technologytransfer company affiliated with the University of Montana. Research involving the value of honeybees to agriculture could bebeneficial to both the beekeeper and the grower. The knowledgeformed from such research maximizes the likelihood of finding answers that will aidbeekeepers in promoting good health for honeybees within thepollination industry. It should also keep the grower well informedabout the process of pollination and the relative damage ofdifferent pesticides to honeybee populations.

According to a recent report, "Pesticides in Relation to BeeKeepingand Crop Pollination, even organic insecticides -- the chlorinatedhydrocarbons, organophosphates, and carbamates -- vary in their toxicity and are not recommended." Pesticides can also damage wild bees, but the toxicity level of aspecific insecticide to honeybees and wild bees is not always thesame. Even among wild bees, some materials are more toxic to one species than to another.

                        According to the CCD report, "If bees are eating fresh or stored pollen contaminated with these chemicals at low levels, they may notcause mortality but may impact the bee's ability to learn or makememories. This could cause the colonies to dwindle and eventuallydie." So far a few common management factors have been found, but nocommon environmental agents or chemicals have been identified.There is no one substance currently being branded as the culprit. Not limited to the United States, this problem is complex and theramifications are alarming. Such a loss to the honeybee populationcan occur in other countries that have highly developedagricultural infrastructures.

                        This only begs an even deeper question for society to answer: If weare so dependent on honeybee pollination for our food supply, whathappens when the bees are wiped out? Mike Adams calls our currentfood production situation a "food bubble" and explains that asmankind disrupts nature and destroys sustainable ecosystems, thenatural backlash will impact the food supply first. "Following acentury of synthetic chemical poisoning of planet Earth, the humanrace is in for a rather abrupt population correction. The collapseof pollinators is merely a sign of things to come. Humans willeither find a way to live in balance with the planet, or they mayultimately face the same fate as the honeybees.".
